Obama Wants to Cut Spending

President Obama wants
Congress to give him and future Presidents the authority to slice lawmakers’ pet
projects from congressionally approved spending bills. Under the proposal - the
President would have 45 days to glean legislation for pork-barrel projects they
deem unnecessary and send a list of rescissions to Capitol Hill. Congress would
then have 25 days to approve the entire list or reject it without
changes.

The
proposal is a variation on a line-item veto which was ruled unconstitutional in
1998. That was after then-President Bill Clinton had cut more that two-billion
dollars from spending bills. Wisconsin Senator Russ Feingold chairs a hearing on
the issue today (Wednesday).

in the House by Budget Chairman John Spratt. House Speaker Nancy Pelosi and
Senate Majority Leader Harry Reid were noncommittal on the bill’s chances. But
in the Senate - a senior Democratic aide called the plan‘s chances of passage
"bleak."
